Here's some free software that should enable you to do so:

Sounds like it might enable you to do a top-down RPG with the ability to switch to a 3D view, and see what each character sees. Pretty cool!

For those looking for the more old-school console top-down 8-bit look, google RPG Maker XP and download the free 30-day-trial. I'd post a link but that's another one in the many I lost.
